The NOAA NESDIS Environmental Data Rescue Program (EDRP) funded this project. The data were created by the National Ocean Service, National Geodetic Survey (previously the National Ocean Survey) as part of its ongoing mission to map the coastline of the United States. The NOAA National Ocean Service, Coastal Services Center, developed the procedures used in this project and was responsible for project oversight. The project intent was to rescue valuable historical data and make it accessible and useful to the coastal mapping community. This process involved the conversion of original analog products to digital mapping products. This file is a further conversion of that product from a raster to a vector product that may be useful for Electronic Charting and Display Information Systems (ECDIS) and geographic information systems (GIS).

Abstract:
The Oregon Ocean-Coastal Management Program and National Oceanic and Atmospheric Administration (NOAA) joined in a Coastal Mapping Partnership to create geographic information system (GIS) vector data layers from raster images of historic and contemporary National Ocean Service (NOS) topographic survey sheets. Shorelines included are the Pacific coast and major estuaries of Oregon, the Columbia River up to the Oregon/Washington border, and the Willamette River up to Salem. Shoreline representations as far back as 1922 have been recovered and may be compared with present data to identify shoreline changes.
Purpose:
Shoreline spatial data are considered a crucial element in land use planning, determination of boundary extents, performing change analysis for erosion and accretion studies, and other types of decision making.
In this data rescue project, the original paper and cloth maps were scanned at 400 dots per inch using a large format scanner at NOAA. The scanned data was then saved to CD-ROM disk for archive. This scanning process saved these important informational resources from loss, and made them available outside the National Archives. The scanned raster images were converted to vector lines (arcs) that can be described by X, Y coordinate pairs. The arcs were then given attributes.

Data Set Credit:
The final data processing was completed by the Ocean-Coastal Management Program (OCMP), Oregon Department of Land Conservation & Development (DLCD), Portland, Oregon as part of the NOAA sponsored data rescue project. NOAA's Coastal Services Center in Charleston SC developed the necessary software tools in Avenue and Arc AML to extract the shoreline from the digitized Topographic Sheets (T-sheets). NOAA's Silver Springs, MD office digitized the T-sheets and transferred them to CD_ROMs. Although the NOAA's Silver Springs, MD office originally housed all source maps and data, these documents have now been transferred to the National Archives in Washington DC.

The attribute accuracy was tested by on-screen comparison of the coded linework to the original image. The different codes depict shoreline, piers, dikes, jetties, breakwaters, and groins. Mistakes were identified and corrected until accurate comparisons were produced. Process Description:
The process of converting the raster data to vectors is a four-step process. First, the latitude and longitude intersections in the raster image are assigned their coordinate values. Second, the images are projected and transformed into degrees and decimal degrees. Third, the coastline data on the raster images are vectorized and attributes are added to obtain the final line work that is saved in a digital format. Finally, if needed, these vectorized shorelines are projected into a common datum, in this case NAD83.
