Abstract:
This data set depicts legislative boundary information for Three Arch Rocks National Wildlife Refuge and the Three Arch Rocks Wilderness in Tillamook County, Oregon. National Wildlife Refuges are federal lands managed by the U.S. Fish and Wildlife Service (USFWS). The primary source for boundary information is the USFWS Realty and Refuge Planning programs (land status maps, planning documents, legal surveys).
Purpose:
The intended application of the data is to serve as a spatial reference of refuge boundaries for other data layers in GIS and mapping applications. It is specifically not intended to be used as a land survey or representation of land for conveyance or tax purposes. The Realty Land Survey program in USFWS is developing cadastral information (boundary and acreage data) appropriate for legal purposes. It is expected that data will be replaced as better survey information is collected.
Supplemental Information:
All lands and rocky islets within the boundary depicted in this coverage and above the line of mean high tide are within the Three Arch Rocks National Wildlife Refuge (E.O. 699) and Wilderness (P.L. 91-504).

Digital refuge boundaries are plotted for arc and polygon attributes, and compared to USFWS Realty land status maps for coding accuracy. Extensive review is conducted until all errors are corrected. See Service Lands Boundary Data Standard Operating Proceedure (SOP 97-01).
Logical Consistency Report: All polygons are closed and all dangling arcs are removed.
Completeness Report: This data set contains the refuge boundary and wilderness boundary as depicted on the Three Arch Rocks National Wildlife Refuge land status map.

Character code definitions are as follows: o = owned (land currently owned by USFWS); i = inholding (area within the legislative boundary availiable for acquisition but not owned by USFWS); e = easement (land where easement or lease shares jurisdiction, could contain double codes describing type of easement); s = secondary (USFWS is secondary to other federal agencies); x = exclusion (an area internal to a closed legislative polygon that is excluded from acquisition); u = uncertain (status of parcel is uncertain because it is unknown, disputed, or requires additional research in Realty); RR = railroad; X = waterfowl management rights; W = water; T = telephone; R = road; P = pipeline; C = conservation easement; E = electric power transmission lines; ET = electric and telephone line combination; M = miscellaneous; A = agricultural; D = ditch, canal, or culvert. Single character code definitions are obvious, however, an example of a double character code would be 'eX' which describes a wetland easement.
