Abstract:
Digital images scanned directly from false-color infrared film negatives acquired in spring 2005 at 1:20,000 scale. Images were acquired at low tide. The image set includes the estuaries of the Chetco River, Pistol River, Rogue River, Sixes River, Coquille River, Coos Bay, north half of Sand Lake, Netarts Bay, Tillamook Bay, Nehalem River, Siuslaw River, Umpqua River, Yaquina Bay, Siletz River, and the Necanicum River; and Ten Mile Lake in Oregon. The image set also includes Willapa Bay, WA.
Purpose: Photographs acquired primarily to facilitate research on intertidal biological communities to determine the potential effects of multiple environmental stressors.
Supplemental Information:
The 2005 aerial photo acquisition project was a follow-on to an EPA project in 2004 to acquire photos of select Oregon estuaries. In 2004, EPA contracted to acquire 1:10,000 color infrared photos of the Nestucca, Salmon, Yaquina, and Alsea estuaries, and the Tillamook Bay Estuaries Partnership contracted to acquire imagery of the Tillamook Bay estuary. The 2004 project used a process to 1) acquire color infrared imagery; 2) produce positive images (diapositives) of the photos; and 3) scan the diapositives for subsequent desktop orthorectification and use in research projects. This process was judged to be less than optimal for two reasons. First, the use of diapositives for scanning involves both some expense and a slight degradation of the image. And second, some photographs included only water areas without ground control points. Such photographs could not be reliably tied into an otherwise orthorectified image.
The process for the 2005 photo acquisition project was revised to address the shortcomings of the approach used in 2004. The 2005 images were acquired at 1:20,000 scale, and each negative was directly scanned into a digital file at a 12 (twelve) micron resolution, resulting in each pixel representing about a one-quarter meter square on the ground.
The EPA developed a scope of work and project standards for the 2005 project, which was then used by all project partners to solicit project bids.

This mosaic is for the Siletz river estuary. Other mosaics in this collection include the following estuaries. Necanicum, Nehalem, Netarts, Tillamook, Netarts, Sand Lake, Yaquina, Siuslaw, Umpqua, Coos, Coquille, Sixes, Rogue, Chetco, and Pistol estuaries at least to the head of tide; and Tenmile Lake, Oregon. Willapa Bay, Washington. Only the north portion of Sand Lake is included. Photos include adjacent uplands.

Each pixel represents approximately 0.25 meters per side on the ground. Limited spot checks were performed on the individual photos before mosaicing to ensure minimal horizontal displacement from the reference imagery.

Acquisition of the photographs: Nine by nine inch aerial photographic negatives using Kodak Aerochrome III Infrared Film 1443 processed as negatives.
Camera 1: Zeiss RMK A 15/23, serial number 134639, equipped with forward motion compensation. Lens: Zeiss Pleogon A2/4, 153 mm, serial number 134669. USGS Calibration Report dated March 22, 2005 is in the possession of the contractor, Bergman Photographic Services, Inc.
Camera 2: Zeiss RMK Top 15, serial number 142818, equipped with forward motion compensation. Lens: Zeiss Pleogon A3/4, 153 mm, serial number 144148. USGS Calibration Report dated February 27, 2004 is in the possession of the contractor, Bergman Photographic Services, Inc.

Digital Image Acquisition: Color infrared film negatives were scanned directly from the film roll at a 12 micron resolution.
Scanner Model: Wehrli RM-6, 8 micron base resolution roll feed scanner
Scanner Software: Geosystems Delta Scan 5 (native to Wehrli RM-6 scanner) version 10.5.112.148
Process: Negatives were placed with emulsion side on the platen facing the scanner mechanism. Scanner setup for image input included selecting both "Negative" and "Mirror." Scanned image output is thus both a mirror image and a color negative of the original scanned film. Color balance parameters were established independently for each estuary project area and date of photography. For flights within the same estuary, flown on the same day, identical color balance parameters were used. Multiple test scans were evaluated by EPA for each estuary and photo date. Exposition, gamma, and contrast settings were optimized to target capturing the full range of histogram values within that group of flight lines.
Scanner output was uncompressed TIF file.

Ortho-correcting, color-balancing and mosaicing of individual photos into complete estuary mosaics.
This data set was georeferenced by Oregon Coastal Management Program staff using ERMapper 7.x software. The reference imagery was the National Agriculture Inventory Program 2005 photos for Oregon. The reference elevation data were the USGS 10-meter digital elevation models for Oregon.
Color-balancing and mosaicing was performed in ER Mapper 7.x software
